# MODI’S ERA: ODISHA CAPITAL LAUNCHES INDIA’S FIRST STREET-BY-STREET ‘CLIMATE DIGITAL TWIN’

**BHUBANESWAR** — In a major technological breakthrough for urban climate resilience, Bhubaneswar has officially become the first city in India to launch an open-platform **Climate Digital Twin**, empowering residents to track localized climate, pollution, and weather risks down to individual buildings.

The cutting-edge virtual replica was officially unveiled by Union Minister of State for Housing and Urban Affairs, Tokhan Sahu, at the 19th Urban Mobility India (UMI) Conference & Expo. Developed by the Bhubaneswar Municipal Corporation (BMC) under the Narendra Modi administration’s 'Viksit Bharat' (Developed India) and Smart City missions, the initiative turns the Odisha capital into a living urban laboratory for smart climate adaptation. The project was built with technical expertise from GIZ India under the Ministry's SUM-ACA project.

**Street-by-Street, Building-by-Building Intelligence**

Unlike traditional, broad-spectrum climate models that operate on a massive scale, the Bhubaneswar Climate Digital Twin maps complex environmental variations across the city's entire 167 sq km footprint. It aggregates a decade of satellite records, live IoT sensor feeds, and comprehensive geospatial datasets to cover:

- **67 wards** and 204 unique neighbourhoods.

- **Over 2,77,000** individual buildings.

- **More than 2,000 km** of road networks and 2,100 public facilities.

By clicking on any specific structure on the digital map, citizens and urban planners can instantly review specific vulnerability indices, such as structural heat stress, air quality, and localized flooding patterns.

The absolute necessity for such building-level granularity was showcased right on the eve of the launch. BMC sensors captured a moderate Air Quality Index (AQI) of 96 at Master Canteen, while simultaneously recording a poor AQI of 255 near Kalinga Hospital—highlighting how radically micro-climates vary within the very same ward.

**Simulating Storms and AI Conversational Capabilities**

The digital twin goes beyond static data display by serving as a predictive sandbox. City officials can utilize the model to "rehearse" extreme weather events—such as intense monsoon downpours or advancing heatwaves—to visually track exactly where water will log, which critical roads will face safety hazards, and which schools or healthcare facilities will encounter severe thermal stress.

Crucially, the platform lowers the barrier to technical data through an integrated AI chatbot. Residents can type queries in plain, conversational language (e.g., *"Which pockets of my ward are at the highest risk of flooding during a heavy storm?"*) and receive immediate, pinpointed insights pinned precisely onto the interactive city map.

**Forging the Future of Urban Governance**

The digital twin has been fully integrated into the BMC’s Integrated Control and Command Centre (ICCC), allowing for data-driven municipal intervention, emergency response, and long-term zoning plans.

As Indian cities increasingly face the compound challenges of rapid concrete expansion and shifting monsoon behavior, Bhubaneswar’s open platform sets a pioneering benchmark for utilizing data democratization to build climate-safe cities.
