# CAIT Odisha Strongly Opposes Proposed 0.4% MDR on UPI Transactions; Threatens Seven-Day Protest from October 1

JHARSUGUDA_ The **Confederation of All India Traders (CAIT), Odisha**, has strongly opposed a proposal to impose a **0.4% Merchant Discount Rate (MDR) alongside 18% GST** on Unified Payments Interface (UPI) transactions. The decision was reached during a pan-Odisha trade leaders' emergency meeting held today, **September 18, 2026**, where representatives warned that the move would heavily burden businesses and damage India's digital payment ecosystem. In response, CAIT Odisha has announced a series of escalating democratic actions to pressure the central government for an immediate withdrawal of the proposed charges.

**Immediate Appeal:** CAIT Odisha has dispatched an urgent email to the Union Finance Minister, **Smt. Nirmala Sitharaman**, detailing their concerns.
**Mass Memorandums:** On **September 23, 2026, at 11:30 AM**, trade leaders across all district headquarters will submit formal memorandums to the Finance Minister through their respective District Collectors and Additional District Magistrates.

**Legal Intervention:** The trade body is preparing a formal representation to be placed before the **Supreme Court of India**
to voice the grievances of small and medium businesses.

**UPI Boycott Threat:** If the government fails to reconsider or offer a satisfactory resolution, traders across Odisha plan to launch a **seven-day protest starting October 1, 2026**, during which they will completely stop accepting UPI payments.

Mr. R K Shukla appeal urging all local trade associations, business communities, and digital stakeholders to stay united and actively participate in the scheduled representations.
