# Infrastructure at Risk? RDC Slams Slow Progress as 6,478 Acres of Land Remain Locked in Legal Backlog

JHARSUGUDA: Uttaranchal Revenue Divisional Commissioner (RDC) Natshav Keshari Mohapatra has expressed strong dissatisfaction over a severe slowdown in deciding unsettled land cases across the division. According to a quarterly review ending June 30, 2026, a total of 998 unsettled land cases remain pending in Uttaranchal, leaving the future of 6,478.049 acres of land hanging in the balance. The stagnation has raised alarms within the Revenue Department, especially at a time when the state is drafting extensive infrastructure development plans backed by thousands of crores of rupees.

The review highlights a stark disparity in case disposals, with hundreds of cases piling up in a few specific districts:Kendujhar (Keonjhar): Highest backlog with 313 pending cases involving 494.31 acres of land.Balangir: 291 pending cases holding up a massive 2,316.40 acres of land.Subarnapur: 171 pending cases involving 1,105.92 acres of land.Bargarh: 143 pending cases tying up 1,599.12 acres of land.Sambalpur: 37 pending cases.Sundargarh: 36 pending cases.Boudh: 6 pending cases. Jharsuguda: 1 pending case. Performance during the review period was remarkably poor. Only a handful of cases were resolved across the entire division:Keonjhar: 10 cases decidedBargarh: 3 cases decidedBalangir: 2 cases decidedDeogarh: 1 case decidedSambalpur: 1 case decided. Alarmingly, the report revealed that absolutely zero cases were decided in Boudh, Jharsuguda, Subarnapur, and Sundargarh during this period.

The lack of progress comes despite a prior push by the state government. On January 15, 2025, the Revenue and Disaster Management Department extended the deadline until December 31, to settle rents and remove the "unsettled land" status from the Record of Rights (RoR).Faced with ongoing inertia, the Revenue Department has directed District Magistrates and Tehsildars of the concerned districts to take immediate, effective steps. Officials have been ordered to review pending cases regularly, accelerate decision-making, and submit quarterly progress reports on time to clear the massive land backlog.
